Phillip Martin is a land acquisition and entitlements leader with more than 15 years of experience supporting residential, master‑planned community, and infrastructure development projects across the Southeast and nationwide. His expertise spans land acquisition support, entitlement strategy, due diligence, municipal approvals, and the successful transition of projects from concept through construction readiness.
Having served as Land Entitlements Manager with Tri Pointe Homes in Raleigh, North Carolina, Phillip led entitlement execution for numerous single‑family and master‑planned communities within an active land acquisition and development pipeline. He partnered closely with land acquisition and finance teams to evaluate zoning, environmental, infrastructure, political, and timing risks during underwriting and contract negotiations, helping guide investment decisions and mitigate entitlement risk.
Throughout his career, Phillip has managed complex entitlement processes involving zoning, subdivision, and permitting approvals, while coordinating multidisciplinary consultant teams including civil engineers, planners, environmental specialists, architects, traffic engineers, and legal counsel. He is known for his ability to navigate regulatory environments, build productive relationships with local governments and community stakeholders, and secure approvals through effective communication and negotiation.
Prior to joining DCI, Phillip held senior development and entitlement leadership roles with HHHunt, Ecoplexus, and Cypress Creek Renewables, where he directed entitlement and permitting efforts for residential, multifamily, utility‑scale solar, and energy storage projects. His experience includes leading community engagement strategies, overseeing large consultant teams and budgets, and representing organizations in public hearings and community outreach initiatives.
Phillip began his career in public sector planning, serving with the City of Raleigh and the Town of Williamston, where he administered zoning, subdivision, watershed protection, and long‑range planning programs. This foundation gives him a strong perspective on municipal operations and regulatory frameworks, which he leverages today to advance projects efficiently and responsibly.
He holds a Bachelor of Science in Urban & Regional Planning from East Carolina University, with a minor in Security Studies and a certificate in Urban Design, and is a licensed North Carolina real estate broker. Phillip is actively involved in industry organizations, including leadership and board roles with the Urban Land Institute and the Triangle Community Coalition.
