Marcos is a seasoned engineering and facilities professional with more than 20 years of experience leading complex infrastructure, utilities, and facility systems across federal, military, and research environments. A licensed Professional Engineer and Certified Energy Manager, Marcos brings a results-driven, people-focused approach to delivering high-quality, technically sound solutions.

Throughout his career, Marcos has successfully managed projects ranging from small-scale renovations to multi-million-dollar capital improvements, supporting critical operations at institutions such as the National Institutes of Health, the U.S. Navy, and the U.S. Army Corps of Engineers. He has extensive expertise in mechanical and facilities engineering, central utility plants, water and wastewater systems, HVAC, energy systems, and building infrastructure.

Marcos was previously a Senior Project Engineer at the National Institute of Environmental Health Sciences, where he lead the planning, design, and execution of facility and utility projects across a 1.1 million-square-foot research campus. His work included full lifecycle project management—from concept development and cost estimating through construction oversight, commissioning, and closeout—ensuring projects are delivered efficiently, safely, and in compliance with all regulatory requirements.

In his new role as a Project Manager with Development & Construction Insight (DCI), Marcos will leverage his extensive technical expertise and leadership experience to support clients in the successful delivery of complex development and construction initiatives. His ability to bridge technical engineering knowledge with strategic project execution will bring added value to DCI’s clients and project teams.

Known for his collaborative leadership style, Marcos effectively coordinates across multidisciplinary teams, contractors, and stakeholders to solve complex challenges related to scope, budget, and design. His background also includes managing utility operations and energy programs for military installations, where he oversaw critical systems supporting national defense missions and implemented initiatives that improved efficiency and reduced operational costs.

Marcos holds a Bachelor of Science in Aerospace Engineering from the Massachusetts Institute of Technology (MIT) and has earned multiple professional certifications and awards recognizing his technical excellence, leadership, and commitment to mission success.
